Once again you are repeating what has already happened with the Landscape Plan. The argument remains the same: the lack of publicity, transparency and low participation of citizens Passirano, never seriously involved in the management of the territory in which they live. And this is happening despite the Government Plan of the Territory of Passirano (for comparison, is the former General Plan) confirm that "... The Law 12/2005 of the Lombardy Region has hinged the whole process of construction of Government Plan on the participation of the Territory, providing for the possible integration of content by individuals, the widespread participation of citizens and associations, publicity and transparency of the activities leading to the formation of planning tools . In accordance with the provisions of the Regional Law, the document of the Strategic Environmental Assessment (SEA) Passirano (to ensure compatibility and environmental sustainability of our area with the development expected in the coming years), it could only regulate and ensure that citizens' specific moments of participation ".
But what are the procedures laid down by the Municipality of Passirano to achieve the goal of openness and transparency of the acts of PGT? The answer is written in the document of the SEA, and is very clear: on the website of the City will be published in all phases of comprehensive environmental survey of Passirano.
But beyond the fine words and noble intentions, in reality, no citizen of Passirano knows how to have taken place, who was involved and what are the results of the conference on our environment. And this because, inexplicably, the SEA documents have never been published on the website of the City of Passirano!
That said, it should be noted that our directors, in addition to not keeping the promises of openness and transparency of the acts, not only organized a public meeting to explain the state of our environment. In other words, local politicians believe that the citizens of Passirano are not interested in data regarding water quality, water supply, land use, pollution level, the situation of landfills, waste management, network situation sanitation, population dynamics, population density, traffic issues, quality of life, health.
Considering that this way of running the "public" is very regrettable, we question the Secretary and the Municipal Ombudsman's Passirano, because experience - PGT go before the Municipal Council - have they actually been met and guaranteed standards on transparency and disclosure of certain training of the Plan of Government of the Territory.
At this point a brief to point out that even the Centre for Environment and Territory Passirano was involved in drafting the SEA and the PGT. What can I say? We certainly faced with a bizarre case of democratic paradox (or paradox of democracy?). Because until now it had never happened that an observatory on the Environment and the Territory had not dealt with ... environment and territory!
an incomprehensible situation, but to a certain point. Why the exclusion from the Land and Environment Centre PGT actually hides a clear political message from this administration: the management of the territory, all shareholders must continue to remain in the hands of a few "insiders".
But who are the "experts"? Obviously there are the figures with landscape sensitivity, which suddenly made their appearance a few months ago, when we began to talk of Landscape Plan. No one knows who they are, where they live, those who attend, but those figures, as well as landscape sensitivity, probably are real phenomena in environmental and urban planning. This would explain why, without ever questioning the citizens, the exclusive club of professionals working in splendid isolation for months to decide the future of our country.

hope that this Administration, before it is adopted by the City Council, will finally show the population to the draft TMP, and you decide to publish all the papers that compose it. A duty, as we have seen, but now it is all the more necessary, because the third- Passirano is really tired to continue to beg for what's rightfully yours.
